ceiling worked because that might not have been done last time. and paul ryan has the sort of, these are not the androids you're looking for, this will allow it to be your principle -- they just convince them -- over the course of a couple of days that they will have three pivot points, they will be able to say the onus is on the president to pass the budget. the first time they were able to look reasonable since 2009. they brought them around on it. they're asking for a nearly clean extension. i was talking to a john boehner spokesperson after this was presented and we were asking, didn't the boehner rule say we need cuts for every dollar of debt limit increase? he said well, the boehner rule is cuts versus reform. they're trying to sell that is not backing away from what they did before, but it kind of -- kind of is. >> it does seem like it kind of is, but going three months into the future, let's say you get the budgets passed. you have two other moments for fiscal showdown, you have the spending sequester, cuts to defense and then the spending programs. you have continuing

. paul ryan, where are you? we need more spending cuts, more entitlement reform and even some tax reform especially business tax cuts to spur economic growth. my two cents. here is an old friend, david walker, founder, president and ceo of the come back america initiative. he knows a lot about this. david, let me ask you this. is boehner wrong to insist that a dollar debt increase should be accompanied by a spending decrease? >> the fact is we need to pay our bills. and i do however think that we have a spending problem. the federal government has gone from being 2% of the economy, 100 years ago. to 24% today. headed to 37% by 2040 absent a change in course. the republicans ought to leverage the sequester and the c.r. not to shut down the government, but we need to reduce spending. we also have to keep in mind if you try to hold the debt ceiling hostage, social security is negative cash flow. therefore, that means you could face a situation where the social security checks don't go out on time. the last time we faced that, it was 1983. and that was the only reason we got reforms. that wo

a comprehensive immigration reform. paul ryan, no dummy on this issue, having run as mitt romney's running mate, is coming out in support of the rubio plan. will they be able to get the party extremists to embrace what they're proposing, whatever that is? >> that's such a great question. i think -- i have yet to see really marco rubio's proposal in writing. he has been talking about some concepts, whether, you know, he supports some aspects of immigration reform, but i think i would rather wait until he has something in writing, which i have yet to see. there is some problem. for example, in the house los angeles times has been reporting on this. we at telemundo report on it quite frequently. there is a small group of democrats and republicans working together to try and reach some bipartisan agreement on comprehensive immigration reform. let's remember that the 11 million people that are here illegally aren't just latinos. there are some aryan blonde, blue-eyed people that are undocumented. it's not just a latino issue, my friend. they're not just young. they're working on it. i think that the

yesterday when republican budget chairman paul ryan told members they need to be prepared for a debt ceiling increase. the attitudes from republican leaders are a lot different today. senator jon cornyn of texas wrote an op-ed in the houston chronicle in hughes son saying it may be necessary to partially shut down the government in order to secure the long-term fiscal well-being of the country. now cornyn tells the chronicle editorial board we will raise the debt ceiling. we are not going to default on our debt. two years ago, they were gloating over their debt ceiling hostage strategy. >> no president in the near future, maybe in the distant future is going to be able to get the debt ceiling increase without a reignition, reigniting of the same discussion of how do we cut spending and get america headed in the right direction. i expect the next president, whoever that is, will be asking us to raise the debt ceiling again in 2013. we'll be doing it all over. >> today, mitch mcconnell doesn't sound so tough. instead of demanding spending cuts on entitlement reform, here is mccome's new demand

got one piece of news from paul ryan, of course, the vice presidental candidate with mitt romney and the head of the house budget committee an says the fight to have, and the hostage not to take is over the debt ceiling. because obviously if you go -- if you default, if you go over the debt ceiling and there is some technicality whether it's really a default or not, but it would certainly tank the economy and hurt our credit rating and raise interest rates. what ryan is suggesting is you just delay, you extend the debt ceiling for a few months and then you have the night oversee questions tracing, because there's already a hundred billion dollars in spending cuts that's baked in the cake that will take effect on march 1st. that's the point at which you say to the president if you're the republicans, look, we can either go with that hundred billion dolla dollar cut or work something else but we're going to cut a lot of money out of the budget. bill: can that idea move forward do you think. >> it makes a lot more sense. the republicans have a lot more leverage there and they don't

, just taking stuff from the federal government and including paul ryan. he used that word during the campaign. and not a loan. i think it was clear, the president was directly responding to those conservatives who have used the word takers. >> let me give the president a simple test. he talked a lot about the work ethic. i have been advocating that we add a provision to unemployment that if you sign up for unemployment compensation, you have to take a course offered by a business in order to improve your job skills so at the end of your unemployment compensation you have a greater workforce capability and frankly 99 weeks of compensation is a two-year associate college degree. paying people 99 weeks. i said to the president, is there a common ground here? i agree with him, medicare is an earned benefit. social security is an earned benefit. medicaid is not. he should not lump them together. it's not about taking. how do we liberate poor americans, give them the capability to be prosperous so we don't have to worry about it because they are rising, working, doing the right things.
